SBCC College Governance
Author: Lana Rose,
Academic Senate President
The Board of Trustees of Santa Barbara City College
is committed to collegial governance as a fundamental policy of
the college in academic and professional matters as specified
in Title V of the California Education Code (E.C. 53200). Collegial
governance involves the participation of administrators, faculty,
staff and students in college planning and the development of
policies and procedures by which the college is governed and administered.
Various councils and standing committees provide the structure
for individuals and/or representatives of designated areas or
groups to participate in shared governance.
The Board of Trustees develops policies on academic
and professional matters by either or both of the following methods
according to its own discretion:
- Relying primarily upon the advice and judgment
of the Academic Senate, or
- Relying upon mutual agreement reached between
the College Administration and the Academic Senate by written
resolution, regulation, or district policy.
The Academic Senate is recognized as the body, which
represents the faculty in collegial governance relating to academic
and professional matters, which are defined to mean the following:
- Curriculum, including establishing prerequisites
and placing courses within disciplines;
- Degree and certificate requirements;
- Grading policies;
- Educational program development;
- Standards or policies regarding student preparation
and success;
- District and college governance structures,
as related to faculty roles;
- Faculty hiring procedures;
- Faculty roles and involvement in accreditation
processes, including self-study and annual reports;
- Policies for faculty professional development
activities;
- Processes for program review;
- Processes for institutional planning and budget
development;
- Other academic and professional matters
as mutually agreed upon between the Board of trustees and
the Academic Senate.
The Academic Senate is a governance and consultative
body that represents the faculty of Santa Barbara City College.
The Senate is composed of elected senators, plus the Academic
Senate President and the Immediate Past President or President-Elect,
and the Executive Vice-President of Educational Programs. Senators
are elected by defined constituencies. The term faculty includes
all non-administrative academic staff who are employed either
full-time or part-time in the credit and non-credit divisions
of the college.
The Senate office is located in the main Administration
hallway in A117. Current President is Lana Rose; secretary is
JoAnn Mayhew. Telephone extension is 2217. The Senate web site
may be reached at www.sbcc.net/home/academic/Senate.
